 | Harnham Conservatives In Touch: Keep the Market Place |
 |
Market Place
The Council has expensive plans to revamp the market Square into a sort of continental plaza at a cost of £1.5M - A lot of boules?
Sensible and sympathetic updating may be desirable but the 780 year old Charter Market must stay in the city centre.

 | Harnham Conservatives' In Touch: Use the number 71 |
 |
Use it or lose it Number 71
The Conservatives persuaded Wilts and Dorset in April 2007 to run the 71 service around Harvard Heights.
This is much appreciated by users but remains under threat. The bean-counters seem heedless of social need. Write to Wilts & Dorset to voice your concern.

 | Harnham Conservatives' In Touch: New Car Tax hit families |
 |
New Car Tax hit families hardest
Working families across Salisbury will find it even harder to cope with the soaring cost of living thanks to Gordon Brown’s new plans to hike taxes on family cars.
For example, the tax bill for a typical Ford Mondeo will rise from £210 to £310 a year, with a new £500 showroom tax on top. Yet, even the Government’s own estimates show that carbon dioxide emissions from motoring will hardly be cut at all.
All Gordon Brown is interested in is finding new ways to push up his notorious stealth taxes even further.

 | County Councillor, Mary Douglas on the proposed City Council |
 |
Salisbury is the only part of Wiltshire to have no parish councils. The bid for a Wiltshire unitary included a proposal to set up a Salisbury City Council, which is basically a parish council for a city. The District Council will shortly be asking you for your views. Do please give them…

 | Update on St Mark & St Francis Community news |
 |
County Councillor Mary Douglas updates as follows:
Victoria Park has won the first stage of lottery funding for a major ‘revamp’. This first stage pays for a detailed design to enable the District Council to bid for money to actually do the work…
Hudsons Field’s Management Plan has been formally adopted, so we should be seeing some improvements here too.
Stratford Community Centre – the plans for this area, with new affordable housing, have been rejected, so it’s back to the drawing board…
Salisbury Vision is continuing apace, with plans and projects becoming more specific. We should see some of these coming to fruition within a year or so, while others, such as the major change of use for Churchfields, will take much longer.
Plans for the Market Place go to the District Council Cabinet for approval this month and, if approved, a Design Competition is planned, with entries to be judged by the end of the year.
Health and Social Care – with major changes in the top management teams of both the Primary Care Trust and County Hall, there is now a real sense of working together to tackle the (considerable) challenges facing us.
The County Cabinet is meeting regularly with the non-executive Directors of the PCT to make sure that we join up our services, our plans and our funding.

I hope you had a good break over Christmas and are refreshed and ready for the New Year!
2008 promises to be a very interesting year for St Mark’s and Stratford, for Salisbury and, indeed, for Wiltshire. Just some of the changes which lie ahead…

 | Mary Douglas on Culture |
 |
As Wiltshire Cabinet Member for Culture, I have been talking to many fascinating people across the county, who are doing wonderful things in the arts, theatre, music and sport. It never ceases to amaze me just how much cultural activity is going on.
My aim is to harness this good work to help those most in need. Taking part in a theatre project, for example, can reach a disaffected young person in a way than nothing else can, completely changing the way they see themselves. As a result, the life of that young person is set on a totally different, and altogether better, path. For an elderly person, joining a local handicraft, or physical exercise, group can help them to stay in their own home within their local community for as long as possible. This year, many new faces have arrived on the Salisbury cultural scene. I have met up with the new Director at Salisbury Arts Centre, the new Chairman and Director at SalisburyMuseum and the new Executive Director and Artistic Director at the Playhouse. These are all innovative people with bold and exciting ideas. We are privileged to have them working in our city and I look forward to seeing the fruit of their labour. Finally, Salisbury Library has recently opened a new Teen Lounge. It was launched in December with great celebration and much loud live music! If you have not yet seen it, do go and have a look…

 | Tree Cutting at Old Saram |
 |
Councillor Mary Douglas asks "What’s happening to our trees?"
Some of you have expressed concern that trees have been chopped down at Old Sarum. English Heritage are doing this because the tree canopies were creating shade which was killing the grass, leading to soil erosion. Some of the mature trees are also dangerous or are significantly damaging the structure of the ancient monument.
As part of their survey, English Heritage has numbered all the trees. Please be reassured that not every numbered tree is to be felled!
If you want to find out more, please ring Shane Verrion on 01722-434416.

 | Towards On Council |
 |
The County Council and the four District Councils are working hard to ensure that, when the new Council opens for business in May 2009, you, the customer, will receive an excellent service.
This process of becoming one Council will be overseen by Councillors from all 5 authorities: 2 from each District Council (8 in total), and the 8 Cabinet Members and Leader from the County Council. This ‘Implementation Executive’ met informally for the first time in November 2007.

 | Save Victoria Park Post Office |
 |
Mary Douglas writes:
As many of you will be aware, the government is planning to close about 2,500 post offices across the country. The Post Office at the Co-op by Victoria Park is one of those earmarked for closure and the government is seeking the views of local people.
Presenting these plans to the Commons in May last year, as Secretary of State for Trade and Industry, Alistair Darling said that Post Offices play an important social and economic role in the communities they serve. I agree!
I am particularly concerned at the impact on older people, most of whom want to live in their own homes within their local community for as long as possible. The government says that customers can go to another post office or use the internet or have pensions paid directly into bank accounts. However, for many older people, this is simply not an option.
The County Council is working hard to help older people live independently. Yet closing the local post office works directly against this. We need more local services, not less.

 | Amesbury - East and West |
 |
A Strong team for Amesbury East Ward
Popular local Conservative Councillors Dennis Brown and John Noeken have been chosen to stand again with local resident Ian Mitchell.
Dennis and John have many years of Cabinet experience, at District and County level respectively. They recently secured considerable funding to re-vitalise the Town’s main shopping centre to make it more pedestrian and visitor friendly, and will next turn their attention to enhancing the High Street and Church Street. They are determined to see Amesbury flourish and grow.
Ian has been equally active spearheading a study of the Town’s major issues and how it needs to develop to meet community expectations, culminating in the launch of the Amesbury Market Town Partnership. Ian is now looking to progress the aspirations of the Partnership further.
Together these three totally committed and dedicated people present a formidable team, combining years of local government experience with fresh and raw enthusiasm: they will serve Amesbury well.

Fred has a vision for Amesbury – a vision of a town run for and by the people who live in it.
In March he persuaded the town council to set up a forum so that everyone can have their say and influence the way our town develops. When he is re-elected, one of his first jobs will be to make sure that the Forum really works. To make sure that it tells Town, District and County Councils what Amesbury really wants.
There is a lot to consider. What should new buildings in the Town Centre look like? How is the new Archer’s Gate community centre to be run? Should Solstice Park be allowed to develop retail outlets? Who will use the new sports field and pavilion? How should we develop 125 acres of new recreational land for leisure? (Lord’s Walk is 13½ acres.)
Fred wants your voice to be heard.

 | The dedicated team for Bishopdown |
 |
The dedicated team for Bishopdown
Penny Brown and Kevin Cardy have been selected to represent the residents of Bishopdown again. During the past 4 years Penny and Kevin have worked hard in supporting you within the District Council.
Kevin and Penny have listened to the concerns of the residents, especially to the elderly and the vulnerable. They have supported the Bishopdown Farm Resident’s Association.
Together they have worked with the Council Officers to provide additional recycling facilities, an extended cycle path, a footpath over the Downs and an increase in recreation facilities for the children.
Community safety is very important. Your Conservative Councillors, Kevin and Penny, have a good working partnership with the police and the ward has a Police Community Support Officer.
Kevin and Penny look forward to continuing their work for the residents of Bishopdown and hope that you will support them in the May elections.

 | A Strong Candidate for Bulford Ward |
 |

John Smale has been chosen by local Conservatives to succeed popular Councillor, Trevor Woodbridge.
“John’s experience gained from serving in the Army will bring an extra understanding of local issues in a Ward closely linked to the garrison. I fully recommend him to you.”
Housing is one of the top priorities in the Conservative Party and we will help meet local social needs as well as those of first time buyers.
The Conservative Party ensures that in every new housing development at least a third of the homes have affordable tenancies. In this way 483 new homes have been secured for rent or shared ownership in our District.
John will work closely with the local community and the Council to ensure Bulford receives a fair share of affordable housing. Help support this initiative by voting for him on 3 May.

 | Local Councillor Standing for Re-election |
 |

Local Councillor Standing for Re-election
For the last 16 years John Cole-Morgan who lives in Charlton has done his best to represent the interests of all the people in the Donhead Ward on Salisbury District Council. With considerable experience in local government, in October 2001 he was invited to be one of the 10 members of the council’s Cabinet. Since then he has been responsible for all housing and community matters.
With a background in agriculture John has a special interest in rural issues and in particular the delicate balance between new development in the countryside and the preservation of our especially beautiful area.
On a number of highly controversial local planning issues he has played a very active role in protecting our villages and Area of Outstanding National Beauty from inappropriate development whilst, at the same time, trying to ensure that requests for planning permission that will not adversely affect our environment are not refused for purely bureaucratic reasons.
